The party would allocate $1.5 million to create a pilot version of the Black Dog Institute's lifespan program, which is currently being trialled in NSW to reduce suicide rates.

The program aims to deliver a 20 per cent reduction in suicides by working with GPs to improve early detection and by increasing mental health awareness in high schools.

Another $2.3 million would fund an undisclosed mental health service for vulnerable and marginalised youth and $1.6 million would allow youth service Headspace to employ five more staff.

ACT Labor leader Andrew Barr said 75 per cent of mental health issues developed before the age of 25 and early intervention was critical.

The party would also create a support group called "A Gender Agenda" to assist any Canberran upset by "damaging commentary surrounding marriage equality".

The funding was announced by Labor MLA Meegan Fitzharris at the Wanniassa Health Co-op on Wednesday morning

At the same time the ACT Greens called for truth in political advertising legislation, which would require the ACT Election Commissioner to investigate complaints from politicians.

The proposal is modelled on similar laws in South Australia, which have seen advertising withdrawn from political campaigns on 19 occasions.

Greens MLA Shane Rattenbury said he was concerned by many Canberra Liberals advertisements including claims he would cancel bus services, which he denied.

"We are very careful to make sure that our advertising and all of our election claims are based absolutely on fact," he said.

"We are open to scrutiny just as everyone else should be… it's about having the right mechanisms in place so that the community can be confident that they know what they are seeing is true."

Canberra Liberals leader Jeremy Hanson dismissed the announcement as desperate "game-playing" three days out from an election.

Mr Hanson also responded to an ad shared by ACT Labor leader Andrew Barr on Instagram, which showed conservative politicians George Christensen and Cory Bernardi looming over his shoulders.

"What we are saying is very clear. No one is going to get through this election and say I don't know what the Canberra Liberals stand for."

ACT Labor has also announced a $5.7 million commitment for an academy for coding and cyber skills at the University of Canberra's senior secondary college at Lake Ginninderra.

The college would also be provided with $200,000 grants to encourage girls to take a greater interest in science, engineering and technical subjects.

The Greens also reaffirmed a $10 million commitment to establish an ACT ICAC with statutory powers to investigate allegations of misconduct and corruption.
