The scholarships would provide a lump sum of $5000 each year of full-time study, to a maximum of $10,000 for a two-year course. They could also be used by people working in the science, maths, languages and related arena to become qualified as teachers, with 25 new scholarships each year.

As the election campaign entered its second full week, both Labor and the Liberals continued to roll out their daily promise – which for both parties has amounted to a series of spending commitments.

The Liberals will announce on Tuesday that they will fund a peak community organisation called Shout, which helps groups such as Parkinson's ACT, the Down Syndrome Association, Bosom Buddies and the Brain Tumour Alliance.

A Labor spokesman said the teacher scholarships would be awarded in a competitive process managed by the Education Directorate.

There were shortages in the "STEM" subjects (science, technology, engineering, maths). And it had been shown that students who learnt a second language performed better at schools and also had a better cultural understanding of the world.

Chief Minister Andrew Barr said the announcement was "about attracting and retaining the best and brightest teachers to work in our schools".

"We want our current teachers to be able to increase their skills in these priority areas and we want to attract people with STEM skills into our schools," he said.

"Having qualified teachers with specialised skills for a digital and global world ... means our students will have a competitive edge in the job market and our smart businesses will be able to find the highly skilled workforce they need."

The Liberals' promise would deliver a lifeline to Shout – which stands for Self Help Organisations United Together – which says the shift to the National Disability Insurance Scheme has put its funding under threat.

The group said last week it would have to started scaling down from March 2017 if it didn't receive some certainty about funding after June next year. Shout, which helps more than 47 groups with room hire, administrative help and other support, has operated for 35 years.

Mr Hanson said if the Liberals won government they would fund Shout to the tune of $200,000 a year over three years.

"Shout is at the front line of helping thousands of Canberras through its member organisations," he said. "Conditions such as diabetes, cardiovascular disease, cancer, arthritis and kidney disease are increasing. Once diagnosed with a chronic disease many patients seek information and help in managing the disease," he said.

While both parties have a mounting list of spending promises, neither party has yet made commitments that would rein in spending or increase taxes or other government revenue. Neither party has tackled the question of how to return the ACT budget to balance, with last week's pre-election budget update showing government revenue at $5.05 billion this year, and spending at $5.42 billion, a difference of $376 million.
