The pair are yet to decide whether Mr Rattenbury will sit inside Cabinet as a minister or on the crossbench alongside Caroline Le Couteur, who is expected to win a seat.

On Sunday, Mr Barr said while it had made sense for Mr Rattenbury to be in cabinet when he was the only Green, the picture was different with two Greens in the Assembly. One of the key questions is Cabinet confidentiality if one Green is inside Cabinet and one out, but Mr Rattenbury said that could be resolved.

He and Mr Barr had discussed ways in which a Greens minister could talk to Greens outside Cabinet without breaching confidentiality.

"Clearly there are important rules around confidentiality in cabinet, but I think we would be naive to consider that the Labor Party don't canvass issues before they go to cabinet with some of their backbench colleagues to get a feel for where the party is," Mr Rattenbury said.

"The Labor Party has dealt with it for years ... and I think the Greens can equally resolve those issues."

The power-sharing deal will be worked out before the new parliament meets, tentatively on October 31, to swear in the members, elect the chief minister, a speaker and a deputy speaker, and confirm the leader of the opposition.

The Liberals have had the speakership for the past term, but Mr Barr prefers a Labor speaker. Mr Rattenbury said the Greens were not inclined to seek the job.

Asked what issues were deal-breakers for the Greens, Mr Rattenbury said he wouldn't "telegraph my deal-breakers through the media".

But he was looking for outcomes on housing affordability, homelessness, public transport, integrity in government and serious gambling reform.

"They're the sort of areas that our members want to see serious progress on, so they're the sort of issues that I'll be discussing with the chief minister in the coming days."

Mr Rattenbury was speaking after a meeting of Greens on Wednesday night, where he said the party made it clear that any agreement with Labor must emphasise the policies the Greens took to the election.

The membership was less "fixated" on whether he accepted a ministry or sat on the crossbench and more interested in pursuing the Greens' agenda, he said. The final decision on a cabinet post would be made by the elected members.

"The party plays an advisory role, they give us input, they give us their views. And of course you wouldn't expect there to be absolutely unanimous views across the party, so ultimately the elected MLAs must decide it. We have not reached that point yet."

A spokesman for Mr Barr said no decisions would be made until vote counting was complete.

The count continues on Friday, with the ACT Electoral Commission expecting to be able to declare a final result on Saturday. Between 1000 and 3000 postal and declaration votes are yet to be counted, and none of the postal-vote preferences have been distributed yet. With more than 14,000 postal votes, the preferences could impact the standings in up to three seats. It is unclear in Ginninderra whether Labor's Gordon Ramsay or Chris Bourke will win the final seat. Caroline Le Couteur is yet to be confirmed in Murrumbidgee.

Postal votes are accepted until 5pm on Friday.
