The government has agreed in full or in principle to all six recommendations made by a cross-department taskforce charged with speeding up the territory's plodding adoption system.

The Community Services Directorate and Justice and Community Safety Directorate will now explore dispensation of consent provisions in the ACT's adoption laws in response to the "complexity" of out-of-home care adoptions.

In most cases, birth parent consent is needed to adopt a child in the ACT.

However if the birth parent does not consent or can't be found, an application can be made to the ACT Supreme Court to consider this requirement to be dispensed.

In its official response to the recommendations, the ACT government acknowledged its adoption legislation "may not always respond to the complex circumstances of children and young people in out of home care".

"Implementing this recommendation will respond to the changing and unique circumstances of children in out of home care who participate in the adoption process," the government said

"The exploration of dispensation of consent requirements will require significant consultation with a range of stakeholders and the community, including the ACT Human Rights Commission. The government must also consider the balance of rights between children, birth families and adoptive parents."

Adopt Change chief executive Renee Carter said any changes to consent in adoptions needed to take into account the wishes of the child.

"I know of one case where a child was with a foster family from the age of 18 months all the way through to 18," Ms Carter said.

"The birth parents refused to give consent so at age 18 they signed their own adoption papers."

The Domestic Adoption Taskforce was established in August last year to look at the time blow outs in the adoption process.

There were only four adoptions in the ACT last financial year, the Australian Institute of Health and Welfare found.

Children minister Rachel Stephen-Smith told the assembly two of the recommendations to improve communication with prospective parents were already being pursued.

Ms Stephen-Smith said the other four recommendations would be progressed "as a priority as resources are available".

"The [community services] directorate is developing a clear communication plan that will enable greater communication between all parties in the adoption process," Ms Stephen-Smith said.

"Greater communication is a simple yet significant improvement to understanding timeframes in the domestic adoption process in the ACT."

The government has also promised to explore whether to introduce integrated birth certificates that reflect both birth and adoptive parents.

Ms Carter said having integrated birth certificates could help speed up consent from birth parents.

"If the birth certificate is going to change that's a stronger severance than if you have an integrated birth certificate with both sets of parents. It should make getting consent easier," Ms Carter said.
