More than 30 senior doctors are set to begin indefinite strike action on Monday, calling on ACT Health to guarantee their current pay and conditions and to offer a separate enterprise bargaining agreement from their junior colleagues.

The group, which includes specialists, intensive care and emergency department doctors, anaesthetics, radiation and oncology staff and retrieval crews, have called for meetings with Health Minister Simon Corbell and gave notice this week of their intention to strike.

Mr Barr said he welcomed a spirit of goodwill in the dispute before the next hearing at the Fair Work Commission on Monday.

"Enterprise bargaining always involves these sorts of issues, as ambit claims that are made throughout the process," he said. "That is normal, you see that in every EBA negotiation in every sector of the economy, particularly when people are seeking to negotiate with government.

"Often there is a view government is seen as a soft target for these sorts of threats. We want to ensure continuity of service and resolve issues quickly and calmly."

Mr Corbell told the Legislative Assembly he regretted doctors intended to strike and said a "clear pathway forward" would be the result of the hearing.

"What this matter relates to is a disagreement about one clause that deals with special employment arrangements. [The arrangements] are put in place when the rates of pay available in an enterprise agreement do not match the market rate for recruiting and retaining certain specialised staff," he said.

"The doctors who have indicated that they feel the need to take this action are concerned about what this clause may mean for them in terms of review... and in particularly that it may seem them lose those payments... without any review."

Mr Corbell said special employment arrangements were subject to review based on market pressures.

He will visit the hospital to accept a charitable donation on Friday.

Opposition Leader Jeremy Hanson said the doctors' decision to strike demonstrated the seriousness of the dispute.

"Clearly the communication between the minister's office and the doctors just isn't happening. I am very concerned there has been this breakdown and we want to make sure our doctors are happy," Mr Hanson said.

"It's very disappointing that the doctors feel they have reached such a point that they feel they have no alternative but to take industrial action."

He called on Mr Corbell to meet with the group's representatives, something Mr Corbell said he would do if appropriate.

ACT Health director-general Peggy Brown emailed directorate staff on Wednesday night, after inquiries from Fairfax Media.

Dr Brown stressed that ACT Health would not let the strike action impact on patient care.

"The proposed action relates to some activities associated with the teaching and training of junior medical practitioners, medical students as well as some administrative tasks. ACT Health has been assured that it will not compromise patient care," Dr Brown wrote.

"ACT Health is of course concerned that any staff feels the need to resort to industrial action, and is committed to finalising the negotiations and resolving these issues as soon as possible."
