Launched on Monday by Attorney-General Simon Corbell and Minister for Women Yvette Berry, the government's second implementation plan for its six-year anti-domestic violence strategy was designed after consultation with experts and the community.

It includes strategies for more government staff, including those in frontline positions, to receive training to support victims,.

The plan's five priority areas for the next two years include a whole of community and government response for the prevention of domestic violence instances; understanding experiences of violence; supporting service providers; improving perpetrator interventions to hold men accountable and change their behaviour; and collecting evidence.

Recognising domestic and family violence and sexual assaults can affect the ability of victims and their families to participate actively in the community, the plan seeks to ensure people receive the services they need in a timely and appropriate way.

As part of improved perpetrator interventions, the Justice and Community Safety Directorate and Australian Federal Police will pilot a new 24/7 contact service for men at risk of using violence against women and children.

"Women with disabilities, women from new and emerging communities and those from culturally and linguistically diverse backgrounds as well as Aboriginal and Torres Strait Islander women, LBTIQ and male victims require additional consideration and understanding needs to be given to each of these communities," the plan said.

"Diversity must be central to the planning and delivery of effective programs and frontline service provision in order to ensure that these groups are included in the service system by design."

The government has already announced a gap analysis of the entire service system related to domestic violence, to be completed by the Community Services Directorate. The ACT is also preparing to join in the development of the National Domestic Violence Order Scheme and support its implementation.

Actions that will be reported as part of the plan include requirements for all ACT government directorates to consider domestic and family violence when developing any major changes or significant new policies and initiatives.

Frontline government staff will receive training in the policy to better respond to domestic violence and sexual assault. The Office for Women will develop an online portal for resources promoting consideration of domestic violence.

Ms Berry said the plan highlighted the need for the whole community to be involved in upholding and respecting the rights of women and children to live free from the fear and experience of violence.

"The issue of domestic, family violence and sexual assault against women and children is one that affects everyone," she said.

"It is an issue that is not often thought about outside of the immediate crisis responses provided to women and children, however it is often at the core of some of the most complex issues faced by members of our community."

"Violence against women and children will not be tolerated in our community," Ms Berry said.
