Justice Minister Shane Rattenbury released a review of Canberra's speed cameras by the University of New South Wales on Thursday, more than a year after the auditor-general found there was no evidence the use of cameras in the ACT reduced speeding.

Spending on mobile cameras will be increased by $1.3 million in next month's ACT budget, while improved guidelines for fixed cameras will also be developed.

The report, completed in July 2014, showed mobile cameras reduced speed by between 6 per cent and 8 per cent from late-1999 until mid-2002, with speeds remaining at lower levels until 2004.

As drivers on Canberra's roads got used to cameras, speed rose back to levels seen before their use by mid-2006, after an about 30 per cent reduction in crashes resulting in injury or fatality was recorded.

Serious crashes and speed levels have again trended upwards, reaching pre-camera levels.

Citing "resource limitations", the report found a 30 per cent drop in the use of mobile speed cameras in Canberra was the main cause of increases in speed. Operation of mobile cameras peaked at 700 operations each month before falling to 500 per month in 2007.

Increases in both serious crashes and speed over the past five to six years "presents a substantial road safety challenge to the ACT", the report said.

It said short-term effects of speed cameras "is consistent with camera evaluations in other jurisdictions and countries".

Drivers were likely to have adjusted their behaviour through increased awareness of speed cameras, recorded by 2004, but the report said speed likely returned to pre-camera levels as drivers found they were not caught speeding as often as expected.

Cameras at intersections resulted in fewer right angle crashes but saw more rear end crashes. Serious crashes have been increasing on ACT roads since 2005.

The report also found streets with mobile cameras had a reduction of between 7 per cent and 9 per cent in accidents in the six years to 2012 and fatal crashes on streets with cameras generally dropped. Fixed speed cameras meant fewer serious injury crashes at intersections, while streets without mobile cameras generally had constant speeds in the long term.

The report called for better data collection, increased staff numbers and a return in the use of mobile cameras to 2006 levels.

Speed cameras have collected as much as $12 million per year, as the total number of car trips increased by about 7 per cent. One camera on the corner of Northbourne Avenue and Antill Street nabbing more than 5000 drivers, seeing $1.27 million in fines issued.

Mr Rattenbury released a series of reports related to speed cameras, including two new strategies for mobile and fixed camera use.

He said mobile camera enforcement should be visible to the public to ensure effectiveness.

"There will be 120 extra hours of mobile speed cameras on the road, seeking to enforce the speed limits in the ACT," Mr Rattenbury said.

"The response and the camera strategy very much reflect the critique of the auditor-general and take those findings on board. That said, the road safety cameras out there now are still catching people... what the key findings of the UNSW review are is that the effect is very localised."

The government will move to amend road safety laws to allow mobile cameras to be used on any territory road.

An independent consultant has been appointed to develop new criteria for placement of speed cameras and to review the existing cameras. Point-to-point cameras could be relocated to improve their effectiveness.

Under two new strategies released on Thursday, cameras will be placed on roads with a history of crashes and speeding, mobile cameras will be used to support police speed operations and an "anywhere, anytime" approach will be introduced.

Opposition transport spokesman Alistair Coe said the government had been "foolish" with a revenue driven strategy and had provided incomplete data.

"The data around fixed speed cameras is patchy and mobile speed cameras provide a better alternative for managing speeding in the ACT."
