Neither the government nor the Greens would name a specific figure on which an agreement could be reached, after Cabinet failed to reach agreement on the bet limit issue earlier this year.

Greens leader Shane Rattenbury has previously said he was open to a figure between $1 and the government's proposed $5 limit.

But he is understood to be entertaining a potential $2 a spin limit, in line with the Productivity Commission's finding that such a level would still make "some useful in-roads into reducing harm".

"The Greens support the Productivity Commission's finding that a bet limit of $2 or less is needed to make some useful inroads into reducing harms, and [the] recommendation that a limit of $1 per spin is best practice," he said.

But he said the minor coalition partner would not back pokies in the casino with a $5 bet limit, and he wanted a figure "that aligns with the evidence".

Under the current bill, the government would allow the casino up to 200 pokie machines and 60 other fully-automated games, "authorisations" for which will need to be bought from the clubs that own most licences.

Neither the Greens nor Labor have entered talks with the Opposition on the legislation, partly due to the Canberra Liberals' rejection of the casino getting any pokies at all, instead preferring the machines to remain exclusive to clubs.

A spokesman for Chief Minister Andrew Barr would not answer questions on a specific figure the government was willing to negotiate on, saying the government was "continuing to consult with stakeholders" on the legislation including the maximum spin limits.

Mr Rattenbury similarly would not reveal a specific figure, instead saying the Greens' position was that any legislation needed to ensure that gambling harm in the community would not increase as a result of the change.

"We intend to continue our discussions with the Government and harm minimisation experts on evidence-based proposals over coming weeks," he said.

Opposition gaming spokesman Mark Parton said the Canberra Liberals believed the community gaming model, with pokies exclusive to clubs and hotels, was the "healthiest and safest option" for the city.

He said while clubs were "known to give back to the community", the government had "turned their backs on a community-based model in favour of an international conglomerate".
