Canberrans were more likely to be taken to hospital for injuries from a traffic crash than anywhere else in Australia, despite the capital having the lowest rate of road deaths in the country, a report has found.

The latest reports on government services, released on Tuesday, scored the states and territories on their performance in the justice and emergency services sectors.
They looked at community safety and found ACT residents overall felt safer at home, walking at night and on public transport than most people across the country.
The report showed about 554 people were hospitalised for road accidents per 100,000 registered vehicles in the ACT in the 2014-15 financial year, figures from the Productivity Commission showed.
That was the highest rate of hospitalisations for road crashes in the country and significantly above the national average of 234 people taken to hospital for every 100,000 registered vehicles in the same period.
Hospitalisation rates for road crashes are generally linked to police services, the condition of roads, driver education and publicity campaigns.
There were 526 motorists per 100,000 registered vehicles hospitalised for crashes in 2013-14 and 548 the previous year, while the national average remained steady the past three years.
In 2014-15, Western Australia had the second highest rate of traffic accident hospitalisations (330), while South Australia recorded the lowest rate at 130 per 100,000 registered vehicles.
However, the report showed the rate of road deaths in the ACT had been below the national average, and in most years the lowest of any Australian jurisdiction, for the past decade.
There were 4.2 roads deaths per 100,000 registered vehicles in the territory, compared to the national average of 6.9, in 2015-16.
This year's road toll stands at one, while 10 people died on Canberra's roads in 2016.
But the report showed high proportions of Canberra drivers had gotten behind the wheel when they were possibly over the alcohol limit, or had driven 10km/hr or more above the speed limit, in the previous six months.
Acting Police and Emergency Services Minister Rachel Stephen-Smith said the government would continue to work with police and the community towards zero deaths on the territory's roads.
"While the number of road deaths in the ACT was low, the reality is that speeding and drink driving are two of the top factors in deaths on Canberra roads and we still have a way to go in changing attitudes and behaviours."
The territory scored highly in feelings of safety, with the highest score in the country for feeling safe while travelling on public transport and second highest for walking at night.
About 53 per cent of residents felt illegal drugs were not a problem in their neighbourhood, while 15 per cent thought speeding cars, dangerous or noisy driving were a concern.
The report showed Canberrans had a higher-than-average rate of armed robberies and were more likely to fall victim to such a crime than residents of NSW, Queensland or South Australia.
Rates of sexual assault, kidnapping and homicide-related offences, including murder and manslaughter, were below the national average, figures from the Australian Bureau of Statistics's victims of crime data showed.
The figures reflected recent police data which showed total reported crime in the capital had hit a four-year low yet rates of assault and robbery spiked towards the end of last year.
Ms Stephen-Smith also welcomed the Productivity Commission's findings that showed high levels of confidence in the police and a low rate of complaints from the public.
"These results are a tribute to the hard work of ACT Policing in engaging with the community and responding in timely and effective ways when incidents do occur."
