Mr Wall will claim Mr Barr was in contempt of the ACT's parliament when he allegedly threatened to remove Mr Hanson as the chairman of the Economic Development and Tourism standing committee.

The motion, to be filed on Thursday, relates to a debate on rate rises during an annual reports hearing last November, where Mr Hanson claimed the extra revenue went "into [Mr Barr's] pocket", as Treasurer.

Mr Barr repeatedly called on Mr Hanson withdraw the assertion, asking:"Do we need to stop this hearing?"

When Mr Hanson refused, Mr Barr said: "Do I have to take this outside? Do I have to take this outside, into the other chamber?"

Tensions flared again later in the hearing, when debate on the City to the Lake project degenerated into "threats".

While Mr Barr responded to questions about the project, Mr Hanson interjected, to which Mr Barr said he did not "get to tell me how I answer questions".

Mr Hanson said that "I am the chair of this committee", to which Mr Barr said "For the time being, yes", before Mr Hanson responded asking "Oh, is that a threat?".

Mr Barr replied that "it is, yes", which Mr Hanson said "you're making a threat to me", to which Mr Barr said "I am, yes".

It's another headache for the Chief Minister, who avoided censure on Tuesday over his comments on the media.

Mr Wall denied the timing of the motion was an attempt to capitalise on the backlash Mr Barr faced, tying it to the release of the committee's report on that annual report hearing on Tuesday.

He said any matter of contempt was a "very, very serious matter".

"For the Chief Minister to be making threats to other members of the parliament that are seeking to do their job and scrutinise the government just further adds to the personality traits time and time again we're seeing from the Chief Minister," Mr Wall said.

He said Mr Barr had recently said he "hates journalists" - a comment he has since apologised for making publicly.

"Here we have him again making threats to members of the parliament in the committee process which is established to scrutinise the parliament, he's making threats to have them removed from that position if they continue to do their jobs as they are," he said.

Clerk Tom Duncan last year advised Mr Hanson that if Speaker Joy Burch were to seek his advice "based on the information available to me now, I would advise that it does merit precedence" to be debated in the Assembly.

Mr Duncan also advised Mr Hanson the committee could write to Mr Barr to clarify if it was a threat, and if not, the committee could ask for him to formally withdraw the comment, to avoid establishing a full inquiry.

Ultimately, the committee decided only to publish all the letters in appendices to its report on the annual hearings this week and to take no further action, which Ms Burch on Tuesday said indicated it should not take precedence for debate.

However, Mr Wall is expected to have a motion on the issue put forward for debate on Thursday, saying the Assembly needed to look at such actions and send "a clear message [on] whether or not this is acceptable behaviour".

"If it is acceptable behaviour then it's a sad indictment on the future of the Assembly and the level of debate that's likely to ensue," he said.
