But the police service offered to provide investigative services if the new body was approved.
A submission to the inquiry into the creation of the independent integrity commission detailed the existing oversights for ACT Policing.
The Australian Commission for Law Enforcement Integrity and the Commonwealth Ombudsman have the power to investigate complaints of misconduct or corruption within ACT Policing.
The organisation was also subject to Australian Federal Police's internal professional standards body.
"The AFP has significant and robust internal and external integrity mechanisms which arguably diminish the need for ACT Policing to also be subject to ACT independent integrity commission oversight," the submission said.
"Rather than create duplication and a requirement for de-confliction with other integrity bodies, ACT Policing would propose the current framework as it applied to ACT Policing and the broader AFP is adequate."
While several states' public sector integrity bodies held the power to investigate complaints against police, NSW had a dedicated Police Integrity Commission separate from the broader Independent Commission Against Corruption.
The issues paper released on the creation of the inquiry noted the possible approaches to police.
It noted that the ACT's system, in which the AFP was contracted to provide police services for the territory, was unique within Australia.
ACT Policing said the use of the service for the commission's investigative arm should be considered.
The submission said the creation of an entirely new investigative body would "incur significant costs" to the ACT government.
An ACT Policing-based investigative arm would be under the scrutiny of existing commissions, while investigating on behalf of the new body, the submission said.
"The purchase of investigative services from [ACT Policing] would be an efficient and effective means to establish and maintain a scalable and flexible investigative capability," the submission said.
In a separate submission, the Australian Commission for Law Enforcement Integrity outlined its role to the inquiry.
The commission's submission said police services provided to the ACT through the AFP had been mentioned specifically in law enforcement integrity legislation.
"Although the present arrangement arose in the absence of an ACT Integrity Commission, the system has the advantage of ensuring that the possibility of corrupt networks traversing different parts of an organisation are able to be dealt with in a seamless way," the submission said.
Queensland's Crime and Corruption Commission and Victoria's Independent Broad-based Anti-corruption Commission also made submissions to the inquiry.
They were among 27 submissions posted on the inquiry's website at the time of publication, most of which came from organisations.
The committee is expected to hand down its report by the end of August.
