With two weeks until polls close, ACT Labor has pledged to create a new policy unit to monitor and support the roll out of the National Disability Insurance Scheme.

The "Office for Disability" would provide $200,000 four-year grants to improve the ability of people with disabilities to participate in mainstream community groups.

Disability minister Chris Bourke said Labor would develop a new strategy to support 50,000 carers in partnership with Carers ACT and the community.

"Small grants would be made available to enable groups to become more inclusive, with grants being considered for areas including training, awareness raising and infrastructure modifications," he said.

Opposition leader Jeremy Hanson has turned his focus to the veteran community with a $80,000 commitment to the South Canberra Veterans Shed to help establish a permanent home.

"As a former member of the defence force I can understand the special camaraderie between ex-service personnel and our commitment will help foster that," he said.

"The idea of getting together 'shoulder to shoulder' and doing useful voluntary work is the core of the success of the Men's Shed Movement and Veterans Sheds for men and women are working to give the same opportunities to ex-service personnel."

On Monday The Greens will announced a $15.5 million plan to reduce waste and establish a single conservation agency for environmental policy.

"Here in the ACT we have woodlands and grasslands that you can't find anywhere else in the country. We have unique predators like the Little Eagle that are under threat from urban development, pests and global warming," candidate Indra Esguerra said.

The funding would cover two community coordinators to help volunteers manage urban spaces and garden and two extra full-time rangers. One ranger position is designated for an Aboriginal and Torres Strait Islander employee.

ACT Labor has also committed to improving sporting fields and infrastructure including football and cricket grounds in the new suburb of Throsby.

The Tuggeranong Rowing club would receive $200,000 for the construction of a permanent base and storage facilities while $1.25 million would be spent on the upgrades at the Kippax playing fields.

Labor would continue to pursue a national ice sports stadium, match play lighting at the Calwell playing fields and design work for the Stromlo Park district fields.

Leigh Watson, an independent candidate for Ginninderra and former head of ACT Shelter, has also criticised the affordable housing policies of all major parties.

"The policies at best just tinker around the edges and at worst, are punitive measures on an over-burdened public housing system when more strategic and sustainable policies are required," she said.
