A status report on the implementation of the ACT's climate change policies revealed the territory government had made significant strides to reaching its renewable energy and emissions targets in the past three years.

Co-authored by environment and sustainability commissioner Professor Kate Auty, it said the ACT government had been a "leader and a driver" of climate change policy in Australia.

But to push the plan forward, the report said the ACT government should consider setting a target for electric vehicles to guide the market.

Passenger vehicles account for 75 per cent of emissions in the ACT, with 69 per cent of Canberrans still driving to work.

Canberra had the second highest expenditure on transport of Australian capital cities at $232.23 a week (the Australian average was $194.44).

Fuel costs in the ACT were increasing by $270 a year on average with Canberra households spending nearly as much on transport ($232) as food ($235).

The ACT offers people who buy low-emissions cars reduced stamp duty and registration fees.

There are 15 electric vehicle charging stations around Canberra.

But the report said the government could introduce more incentives like free parking or the use of transit lanes for electric vehicles, or consider tax incentives like salary sacrifice or fringe benefit tax concessions to improve the take up.

Professor Auty said it was "not the time to push the pause button" on action on climate change.

"Complacency in the face of climate change will lock in dire local and global outcomes," she wrote.

"Of concern, the hot days in Canberra have already exceeded the earlier 2030 projections. The need for ongoing commitment to climate change mitigation and adaption actions is an imperative for government."

Of the ACT government's 18 strategies to address climate change, six have been completed, eight are under way and two are of concern.

Of most concern was that laws requiring landlords to give information to tenants on the energy efficiency of their homes and fixed appliances had not been forthcoming.

"There is a vast array of research which demonstrates that energy efficiency is a vital component of climate change migration and adaption. While large scale renewable projects are equally important energy efficiency initiatives should continue to receive the full weight of government support," the report said.

"This action is of particular importance - in fact it could be argued to be central to the ACT government's programs, given recently announced increasing energy prices and noting that generally vulnerable households are not home owners."

The report also urged the territory government to tighten up the ACT emissions inventory, with improved monitoring procedures and two-yearly audits and identify productivity or efficiency targets alongside emissions targets at five and 10-year intervals out to 2050.

It called on government to commit permanent resources to ensuring carbon neutrality in its own directorates.
