Construction materials multi-national Holcim wants to shift its huge new, hard-rock quarry two kilometres further into the picturesque Towrang Valley, closer to the rustic slate and shale home, where artists from all over Australia and New Zealand learn Ms Hood's style of painting.

Ms Hood says a forest of flood lights, long conveyor belts and crushing machines at one of Australia's biggest hard-rock quarry, the size of 41 Sydney Cricket Grounds, will ruin Towrang's serenity.

"They will go 24 hours-a-day, it is outrageous, it will be unbearable," says Ms Hood, who moved from Balmain to Towrang 11 years ago. "This place is dead, dead quiet. One test [of new infrastructure] went for five minutes and the noise, which was horrific, will go all day."

Holcim is preparing an environmental impact statement and says it will offset impacts, including erecting a big screen for the lighting.

Ms Hood said after building substantial infrastructure, including a $15 million bridge over the Hume Highway, and years of planning, it seemed odd Holcim would this year announce a new quarry location, creating a much bigger excavation.

She says it would not take much to build steep earth bunds below her place to muffle the noise. She has read Holcim company reports and newsletters but says she is yet to get answers to her concerns.

"They are nice, calm and reassuring. Earlier this year at the public meeting, there was no mention of [relocation]."

Holcim says it genuinely wants to work with the community. "From all accounts we have found good solutions that are acceptable to all," it says in a statement.

The Holcim quarry will supply aggregate and other materials for roads, houses, bridges and civil projects in Sydney.

Towrang resident Geoff Pearson says Holcim should pay a modest royalty to extract 120 million tonnes of high grade granite. While mining companies pay royalties for minerals, legislation does not include rock quarries, consequently Mr Pearson says Australians are giving away billions of dollars worth of granite to all the quarry operators working and expanding in the area.

The company says it's putting $50,000 per annum into a community investment fund. It is creating about 115 permanent jobs once the quarry is operational, putting $9 million annually into the community in wages and operational costs. Holcim has sent its chief executive Mark Campbell to assure the community it will mitigate impacts from lighting.

Member for Goulburn Pru Goward says under previous ALP and Coalition governments quarries had not paid royalties, and the issue ought to be directed at Treasurer Gladys Berejiklian.

Ms Goward said she had received concerns from constituents and had lobbied on their behalf. "Conditions of consent, including truck movements and use of rail and public roads are critically important to ensuring any negative impact on the community is minimised," she said in a statement.

"The Planning Assessment Commission makes the final decision independently and at arm's length from government," Ms Goward said.
