Under draft laws introduced into the ACT Legislative Assembly on Thursday, laws that let survivors claim damages against institutions regardless of how long ago the abuse occurred would be broadened to take in any kind of child sexual abuse.

The changes would mean survivors abused by a family member of a friend could sue for damages outside an institutional context.

"These amendments build on reforms introduced last year to remove limitation periods for child sex abuse claims in institutional contexts," ACT Attorney-General Gordon Ramsay said.

"These changes recognise the length of time that it can take for survivors of child sex abuse to disclose abuse and remove barriers to justice for these people, no matter the context of the abuse."

Last year's reforms meant ACT survivors of child sexual abuse could sue institutions like the Catholic Church even decades after the abuse occurred.

It followed a recommendation by the Royal Commission into Institutional Responses to Child Sexual Abuse, which urged states and territories to remove time limits on civil claims.

The draft bill outlined on Thursday would mean all lawsuits seeking compensation, regardless of whether it was against institutions or individuals , Mr Ramsay said.

A statement accompanying the bill made it clear defendants in these cases would still be guaranteed a fair trial.

The explanatory statement said claimaints would still need to prove their case through admissible evidence and the courts' would sitll be able to stay proceedings in cases where the defendant was unable to obtain a fair trial.

The bill will be debated when parliament next sits in May.
