"The era of very very large beer barns and large clubs filled with poker machines being the only entertainment choices for Canberrans, that era is very 20th century and is behind us now," Chief Minister Andrew Barr said, announcing the funding.

"We acknowledge there are a diverse range of views from stakeholders and from the broader community on how best to regulate and manage the service of alcohol. We think we have struck the right balance here."

Mr Barr was announcing budget funding for measures which he has already introduced into the ACT parliament. They include big fee liquor licence fee hikes for bottle stores buying more than $3 million of alcohol a year, who will pay between 5 and 20 per cent more. The government will collect an extra $52,000 a year from the higher bottle store fees.

Fees for venues that close by 2am and cater for with 150 people or fewer will have their fees cut by 25 per cent. An extra six police will be employed for night-time patrols.

While the funding has been announced, the government was unable to provide details of the new fees, saying the revised fee structure is still being worked out.

The liquor law reform bill has passed in principle, with the detail yet to be debated. It forces patrons evicted from a venue for being drunk or disorderly to move at least 50 metres away are bars them from re-entering for six hours. And it envisages using minors for sting operations.

Last year, the government's alcohol white paper, set out massive fee increases for nightclubs and bars open after 3am. Those open till 5am were to have their licence fee lifted from $27,238 to $163,000 a year. Eleven nightclubs are licensed till 5am and another 38, including clubs, until 4am. The white paper found one-third of all assaults involving alcohol in public places in the city happened between 3am and 6am.

But the government abandoned the plan before the election, and Mr Barr confirmed this week that the proposal was off the agenda for this term of government.

The white paper had also planned to increase licence fees by 25 per cent for bottle stores which bought more than $1 million of alcohol a year, but the government has now softened that so the increases range from 5 per cent to 20 per cent and only hit bottle stores buying more than $3 million of alcohol a year.

It had proposed a 75 per cent reduction in the licence fee for bars with fewer than 80 patrons and open no later than midnight. That is now changed to a 25 per cent reduction for venues with up to 150 patrons and open till 2am.

The new fees are to be in place by July 1.
