On Friday, receivers KordaMentha asked staff to attend briefings in Canberra, Sydney, Newcastle and Brisbane on Monday at 9am to discuss plans for the airline.

‘‘We understand the difficulties that are caused by such uncertainty and we appreciate the patience shown by all employees over the last week,’’ the email said.

The firm is seeking a buyer for the regional carrier, which temporarily stood down 140 employees on Sunday, including 70 in Canberra.

All of its flights to regional NSW towns and Canberra remain suspended, causing chaos for some Christmas travellers.

The briefings come after New South Wales Transport Minister Gladys Berejiklian moved to revoke five regional licences held by the company.

Ms Berejiklian instructed Transport for New South Wales to revoke exclusive air licences for regional passenger services to Cooma, Moree, Narrabri, Cobar and Mudgee.

The NSW government regulates all flights to communities with fewer than 5000 people.

Ms Berejiklian said that an expression of interest process would now begin, after issuing a statement revoking the licenses from Brindabella’s receivers.

"We’ve now issued a statement to the receivers saying [Brindabella’s] licence is now revoked; that means the door is open to any operator who wants to commence services immediately to do so," Ms Berejiklian told ABC Radio.

"It also means that we will start a formal process to consult on longer-term sustainability of the industry through an EOI process."

"As you appreciate we have to do things by the book [and] governments can’t predict what happens to regional airlines, it’s not up to us to have a crystal ball," she said.

Transport for New South Wales attracted criticism this week as Christmas travelers scrambled to rebook flights planned with the carrier.

"What is up to us is to give an assurance to communities that we’ve been working really hard behind the scenes to get planes in the air as safely and quickly as possible."

"We had to go through a few legal requirements about asking people to show cause as to why they could not provide services moving into the future and now that the deadline we set hasn’t been met that’s why we revoked the licence," Ms Berejiklian said.

A statement from the authority said the decision meant other operators could now deliver services on the routes on a temporary basis.

"This provides the green light for airlines who said publicly they are able to provide services to these communities on a temporary basis."

"Interested airlines with appropriate Civil Aviation Safety Authority approvals are encouraged to approach Transport for NSW so we can restore services as soon as possible."

Receiver Sebastian Hams said on Monday the suspension would last a matter of days, not weeks, and that employees would not receive payments while stood down.

He confirmed the company did not hold enough assets to give employees their full entitlements if it was liquidated.

Qantas, Virgin Australia and Regional Express all moved to facilitate passengers stranded by the collapse.
