A.J. Grant Group employees in Canberra are required to access damaged homes for insurance claims following storms, fires or just general destruction.

This puts them in the path of damaged Mr Fluffy homes without knowing the risk of exposure they face.

A.J. Grant Group national operations manager Rob Nicholls said the Canberra team were called out to about 25 to 30 homes a week for incidents such as damaged roofs from storms or malicious damage like people punching holes in the walls.

He said he had been furious to discover his workers could be exposed to the residual loose-fill asbestos fibres if they were entering Mr Fluffy homes.

''Our experience is that people aren’t forthcoming with that information because of the stigma,'' he said.

''From my position, I think it’s a liability for the government ... because they’ve withheld the information. It’s a very damaging situation.''

Mr Nicholls said he wanted the company to have access to the list so they could mitigate the risk of workers entering the homes. He said he understands the commercial sensitivities but public health should be the most important factor.

The ACT government recently rejected a Freedom of Information request from The Canberra Times asking for the list of homes cleaned under the loose-fill asbestos insulation program.

A.J. Grant Canberra supervisor Marcus Thompson said he wanted a register available to those entering the damaged homes so they could avoid the risk of exposure.

He said he would not advocate for the list to be publicly available but those in the industry should be able to check a register before going into a house that could contain the Mr Fluffy asbestos.

Mr Thompson is angry about the lack of disclosure from home owners that their home contains the substance. He has more experience than he would like in their situation.

The house he purchased with his wife and two small boys in Duffy five years ago turned out to be a Mr Fluffy home, they were told after settlement.

He said following the completion of the sale they were handed the asbestos removal certificate which was proof of the home’s history under the program.

Following the letter by the government in February to Mr Fluffy home owners, he decided to get his home tested. This is expected to occur this week.

The supervisor said the ACT government had to do something about the situation because workers such as himself were walking into damaged homes with no certainty they would be safe.

''To not know where it is is a bit of an issue,'' he said. ''I don’t think people can understand how it can affect them.''

He said the situation was even worse across the border, where there were still Mr Fluffy houses that had not been remediated at all.

Class A licensed asbestos assessor and removalist Ben Williams said building insurance inspectors faced a significant problem because there would always be damage somewhere in a house for them to have to enter it. This meant that they would ran the risk of exposure to the microscopic fibres exposed if the roof or wall was damaged.

''You can’t tell what the exposure level’s going to be,'' he said.

He said relying on disclosure by the home owner or tenant that it was a Mr Fluffy home could be risky.

Mr Williams, owner of Asbestos Consultants and Removalist, said he had encountered many homes with loose-fill asbestos during his time in the industry in both the ACT and NSW.

''As an asbestos assessor, you check the ceiling cavity ... it’s a pretty big warning sign if you can see the walls have been sprayed,'' Mr Williams said.

He said he had seen white, pink, red and blue paint on the beams in the ceilings of homes that had been cleaned during the program.

Mr Williams said he would support the introduction of a database of Mr Fluffy homes that was controlled by the ACT government and available for Class A licensed asbestos assessors.

The ACT government is still considering advice on how to proceed with safeguards for home owners, renters, tradespeople and potential buyers of Mr Fluffy properties.
