The works approval application, lodged with the National Capital Authority by Purdon Planning, proposes the development of 110 dwellings, 27 serviced apartments and some 1685 square metres of commercial or retail space.
If successful, the buildings would be constructed on the 4257-square metre block of land fronting Constitution Avenue, Kalma Way, Pentlans Street and Provan Street.
The buildings, ranging from five to seven storeys, would line three sides of the block, with a public plaza opening on to the street front adjacent to the newly-built Hassett Park.
The works approval application described the precinct as helping to realise Canberra designer Walter Burley-Griffin's vision of Constitution Avenue as "the elegant 'high street' of the city – lined with shops, cafes and a mix of commercial, entertainment and residential uses".
"Campbell 5 as a whole, of which this block is integral to, delivers on just that – by providing a mixed use development of exceptional quality, in the heart of Canberra, facing the northern edge of the Parliamentary Triangle," the report said.
"The development as a whole will create a strong architectural statement reflecting the envisaged grand boulevard of Griffin's plan, while addressing the transition to the Campbell residential area."
The retail and commercial space is planned for the ground floor, with apartments and dwellings taking up the remainder of the building space.
An estimated 206 parking spaces will be built underneath the block, with on-street parking along adjoining roads to be unaffected.
According to a traffic analysis report, the development would lead to an increase of only six vehicles per hour to Creswell Street and Constitution Avenue.
Construction of two of the developments in the precinct, named Saint Germain and Greenwich Park, is continuing, with land releases for both sites already complete.
About 520 dwellings are planned for the overall precinct.
The community park in the precinct, named after the first chief of the defence force staff, General Sir Francis Hassett, won the Master Builders Association's Excellence in Building award for the best landscaping in the public domain for 2016.
The submission can be downloaded on the National Capital Authority website.
Public feedback on the proposal can be submitted until close of business on September 23.
