The Bureau of Meteorology's manager of climate prediction services Dr Andrew Watkins said high pressure systems and clear skies across eastern states would favour inland heating between November and January.

"Early summer is looking warmer-than-normal for most of the country, and dry conditions are likely over much of the east and during the wet season build-up in the north," said Dr Watkins.

"While most ocean and atmospheric indicators have fallen short of El Niño thresholds to date, Pacific Ocean temperature patterns and cooler seas off northern Australia favour some El Niño-like impacts during summer."

Dr Watkins said the latest outlook confirmed reports bushfires will be more likely in the ACT region during the coming months and temperatures and heatwaves increase.

"There is an increased risk of bushfires in the ACT region - and in fact for most of the south eastern NSW region and northern Victoria region - with an outlook for warmer and drier conditions with intense heat," he said.

According to the latest report, the medium maximum temperature in Canberra during the next three months is expected to be 25.9 degrees with a minimum of 12.2 degrees.

November will see a median average temperature of 23.2 degrees while December will be warmer with 26.4 degrees.

Bureau of Meteorology senior hydrologist Dr Paul Feikema said the three-month outlook for temperatures across the country had "very high accuracy".

Dr Feikema said warmer-than average temperatures have been recorded across the continent this month with the warmest national average temperature of 36.4 degrees recorded on the 25th.

The Bureau's warning comes after the Climate Council of Australia warned the ACT faces a greater risk of bushfires this summer as climate change brings longer fire seasons with more extreme risk days,

The report, which was prepared by Adjunct Professor Will Steffen and Professor Leslie Hughes, found the concept of a "normal" bushfire season was outdated with bushfires increasing in number, burning for longer, affecting larger areas, and extending into spring and autumn.

Professor Steffen, who is one of six members of the Climate Council, said the increasing bushfire risk was a direct consequence of hotter and drier conditions in the ACT region caused by climate change.

"Climate change is making hot days hotter and heatwaves longer and more frequent, with increasing drought conditions in Australia's southeast," he said.

"The number of heatwave days in Canberra has doubled since 1950 and the increase in hot weather that was observed in the 2000–2009 decade has already reached the level previously projected for 2030 in Canberra."

The Bushfire and Natural Hazards Cooperative Research Centre's Southern Australia Seasonal Bushfire Outlook for 2014-15 also found the ACT faces a greater-than-normal chance of bushfires over summer.
