Her comments come after a KPMG review found junior doctors at the Canberra Hospital have faced long-running bullying, harassment, sexist treatment and management failures, leading to poor accountability and concerns about patient care.

While Ms Edwards did not comment on the misconduct identified in the KPMG report, she said measures were being taken to avoid similar misconduct in the north side hospital.

"The review and [an earlier report] conducted by Royal Australasian College of Surgeons obviously highlights some issues that need to be dealt with and I think it reaffirms that we need to be more supportive of trainees in our hospitals," she said.

"One thing I have noticed at Calvary is a commitment to vision and values and I think we see that regularly in the feedback we receive from junior staff," she said.

The KPMG report, which focused solely on Canberra Hospital, found 76 per cent of respondents observed bullying, discrimination and harassment, with complaints unlikely to be resolved in timely or effective ways.

Some reports had no consequences while others resulted in breaches of confidentiality. Discriminatory practices against women were found.

In a submission to the Royal Australasian College of Surgeons earlier this year, Ms Edwards said many staff who witnessed the misconduct remained silent due to fears of legal or professional risk.

Ms Edwards said a boys' club mentality existed in many hospitals and it was apparent surgeons lacked adequate leadership to cease the misconduct.

"History will show that those who speak out are immediately labelled as whistleblowers and rarely survive the investigative processes and outcomes even if proven right," she said.

"The penalties applied are often non-existent or make a mockery of the process. This leads to a culture of under-reporting."

Ms Edwards also warned a $2.2 million upgrade of electronics on Saturday would result in some services being relocated to other parts of the hospital.

"The upgrade and replacement of electrical services including switchboards will be completed in multiple phases of work being performed on weekends over a two month period," she said.

"Each phase will be completed within a day and for each phase a complete project plan and risk analysis has been completed. "

Ms Edwards said upgrades to the Marian Building on Saturday would have the biggest impact to services.

"This will cause the temporary relocation of Maternity Services, Delivery Suite, the Special Care Nursery and the Calvary Birth Centre," she said.

"The Calvary Midwifery team, Birth Centre Staff and Antenatal Clinic team are talking to mothers-to-be who are booked for these dates or who may birth on Saturday."

Ms Edwards said hospital staff had been talking with women booked in at both private and public parts of the hospital and notifying their families of the changes.

"In a typical Calvary collaborative fashion, volunteers and staff will be coming in to move things around and make everything goes to plan.''

Ms Edwards said the upgrade was fundamental to the future expansion of the Bruce campus.

"The multi-storey car park at Calvary is nearing completion; and when this project is completed Calvary will commence the construction of a new stand-alone 100 bed private hospital on the Bruce campus," she said.

"In the next 12 months work will also be undertaken to expand the Calvary Medical Imaging services, develop new clinical areas, upgrade operating theatres and establish a new Outpatients Clinic precinct."
