The Returned and Services League national headquarters is facing an uncertain future as negotiations to return to their former site in Campbell following its development drag on.

The historic former site at 81 Constitution Avenue is set to be transformed into 146 apartments and 10 luxury townhouses by developers Hindmarsh.
Hindmarsh has also developed two other sites along Constitution Avenue, the Creswell Residences and the Jamieson Apartments.
While staff of the RSL national headquarters moved out to a temporary space earlier this year, no agreement had been met for them to return to the new buildings when complete.
RSL CEO Sam Jackman said executives from the RSL and Hindmarsh, who acquired the land earlier this year, were still discussing the options.
"We're negotiating where we will be on a more permanent basis," Ms Jackman said.
"It would be ideal to move back in, but that's still being worked out."
Ms Jackman said the RSL's preference was to move back to the original site, however there were other options if that did not happen.
The RSL national headquarters had been based at 81 Constitution Avenue since 1963, more than 50 years.
The website states the RSL intended to return to the new development "within the next five years".
However, a spokesman for Hindmarsh said while discussions had taken place nothing had been resolved.
"Hindmarsh worked closely with the RSL over the years to ensure the future of the site meets the needs of the local community while respecting its proud history," a statement said.
The developed site, to be called Iskia, is set to feature four buildings, with 48 one-bedroom, 60 two-bedroom and 28 three-bedroom apartments, alongside 10 four-bedroom townhouses. Prices range from $385,000 to $1.1 million.
Alongside residential, Iskia will feature five commercial, retail or café tenancies at street level facing Constitution Avenue.
Hindmarsh ACT state manager development Brett Smith said the company had reached a mutually beneficial outcome with the RSL so "the prominent site can enjoy a new lease of life".
He said the Iskia development aligns with the rejuvenation of Constitution Avenue.
Several redevelopments are occurring along the road, including the Campbell C5 project, which is a 6.4 hectare infill site on the corner of Anzac Parade and Constitution Avenue.
When completed it will consist of five sites of residential and mixed-use development with about 520 dwellings and a community park.
Iskia is expected to be complete in the second half of 2018, with sales beginning this weekend through Colliers International.
