The laws would allow police to get court orders to tear down walls, fences and other defences at bikie clubhouses.

Police Minister Mick Gentleman said he was in talks with ACT Policing about fortification as an alternative to anti-consorting laws, which the ACT government has repeatedly rejected due to human rights issues.

"The Chief Minister has asked the Attorney-General and I to work together with ACT Policing on developing and assessing law reform proposals to address serious and organised crime in the ACT," Mr Gentleman said.

"Laws allowing police to apply for an order which requires fortifications be removed or modified may therefore assist police to effectively target serious and organised crime."

The laws would give outlaw motorcycle gangs less time to flee clubhouses, delay police entry and destroy evidence, Mr Gentleman said.

He said there was no indication the ACT's lack of anti-consorting laws was attracting bikie gangs from elsewhere in Australia, noting its stable number of bikie gang members.

ACT shadow attorney-general Jeremy Hanson said the Canberra Liberals would not support anti-fortification laws without first seeing more detail, such as the number of venues in the ACT they would be used on. Mr Gentleman did not provide that information.

"This is policy on the run from the Labor party, it is re-active," Mr Hanson said.

"It seems like a thought bubble with no detail."

"We know there is an increase in gang members from interstate coming to meet because they can't talk in their own jurisdiction. We need laws that will prevent crime and keep the community safe."

Mr Hanson said he drafted anti-consorting laws which he would release for community consultation before introducing them to the legislative assembly in the coming weeks.
