Regulatory services minister Gordon Ramsay will meet with ACT greyhound racing representatives next week to discuss the package, after the ACT Opposition tried and failed to get the government to reverse its position on greyhound racing on Wednesday.

However Canberra Greyhound Racing Club spokesman Kel Watts said the body would push the independent gaming authority to conduct an inquiry into the quashed subsidy.

"We don't want a package. What we want is the right to continue operating," Mr Watts said.

Under the power-sharing agreement with the Greens, Labor will end the ACT government subsidy for the greyhound racing industry when the current memorandum of understanding ends on June 30 and support the transition away from racing for both the workers and dogs.

But Liberal spokesman for racing and gaming Mark Parton said the Canberra industry had an exemplary record on animal welfare and the issue was about freedom of choice.

"It's not for governments to determine what past times we engage in. What comes next? How about you ban fundraising chocolates from workplaces? Do we close down harness racing? Do we stop the thoroughbreds, do we stop the sheep dog trials and sled dog racing? Do we remove sniffer dogs from airports or police horses?"

The industry receives $1 million in taxpayer subsidy which Greens politician Caroline Le Couteur said was "propping up" animal cruelty.

"The RSPCA has advised us that seven trainers linked to live baiting in NSW have raced here in the ACT and at least one trainer from Victoria linked to live baiting has raced here as well," Ms Le Couteur said.

"The NSW Special Commission of Inquiry revealed an email in which the Greyhound Racing NSW chief steward directed stewards to produce misleading injury records in order to reduce the public backlash. I understand that's the same steward who has been steward for at least 11 races at the Canberra greyhound racing club since 2014. There is also use of banned substances in greyhound racing conducted in Canberra. [This] refutes Mr Parton's claim of an unblemished animal welfare record."

Mr Ramsay said it was impossible to divorce the ACT greyhound industry from the NSW industry's track record.

"The government believes ending this funding is in line with ACT community expectations and was clearly endorsed by the people of Canberra in this year's election.

"However we recognise those directly involved in greyhound racing in the ACT, ending the operation here will have a significant personal impact. That's why we want to work closely with the industry on the timing of those transition and the details of the support package to manage the animal welfare issues and also to assist those transitioning out of the industry."

At least one member of Canberra's small greyhound racing industry walked out of the ACT Legislative Assembly blinking away tears on Wednesday.

Greyhound breeder Alan Tutt told Fairfax Media he believed the plan was a "land grab" and that horse racing and the trots would be next to go.

"I think we've nothing wrong, I think there's an agenda behind this. I have no doubt we've been victimised, discriminated [against] and criminalised. Today was a disgrace. I am just broken-hearted," Mr Tutt said.

Mr Watt said the loss of the subsidy would not kill greyhound racing in Canberra but would have a devastating impact on those who rely on it.

"To stand in there today and make a virtue out of consultation when they are yet to meet with people when there are over 50 people's livelihoods dependant on this sport is just gut-wrenching," Mr Watts said.
