Mr Coe made several allegations of "government corruption" during Assembly debate, but without details linking any public officials or politicians to any specific government decisions or deals.

He said there were "numerous examples of corruption" in this government, citing the purchase of land at Glebe Park, Labor Club poker machine ownership, rural land buy-ups and the government's Memorandum of Understanding with Unions ACT.

The territory's Auditor-General Maxine Cooper has investigated the Glebe Park deal, finding "loose governance", but not hard evidence of corruption, while her office is also investigating the LDA's rural land purchases and its Dickson land deal with the Tradies Clubs Group.

On the Dickson land deal, Mr Coe said the government had been in talks with the Tradies as early as 2010, and despite 20 firms providing expressions of interest, only two put in formal tenders, with the union-linked clubs group successful.

"Who is going to buy a block of land to build a licensed club next to a licensed club?" he said.

Mr Coe said the deal had only come to light after he received an "anonymous tip in a carpark", after which he did a title search on the block.

He also reiterated the links between the Labor Club Group and the Labor Party's fundraising arm, the 1973 Foundation, which he said was "set up to put pokie money in, turn it into property investments and spit it out so its clean again".

Mr Coe said some lobbyists and developers in Canberra had "only gained access" because the government had given them preference or had rejected others.

But Mr Barr hit back, saying while there had been some no confidence motions since he had been an MLA; none, including this one, had any merit, and he "completely and utterly reject the Opposition's allegations".

"I reject them personally and reject them on behalf of the government," he said.

Mr Barr said the motion appeared to be a tactic by Mr Coe to "hide his hard-line conservatism behind smear and baseless allegations".

He said the government had released "all relevant material" on the Glebe Park purchase to the Auditor-General and a committee investigating the deal, and the Dickson land had been acquired to address housing and homelessness.

But he did not directly address the questions posed about the Dickson deal being negotiated as early as two years before expressions of interest were publicly issued, among others posed by Mr Coe.

On the Labor Club's role, Mr Barr said it was "an independent organisation run by its own board" and the party had not received any donations from the club since 2013, despite known links between the club and the party's financial arm.

Greens leader Shane Rattenbury, who reserved the right to support the motion should it prove corruption or gross negligence, among other criteria, voted against the motion.

He told the Assembly the Greens would not bring down a chief minister "in response to a political attack from the Opposition", which he felt over-stepped the mark.

Mr Rattenbury said some issues were being investigated by the territory's Auditor-General, and as such the Greens would wait to see what that independent office found.

He also said the Opposition's motion lacked detail and despite a series of general allegations made, there was "certainly not a case of proven corruption" among them.

"With the Auditor-General's work not yet complete, it is hard to avoid the feeling this motion is more about politics than proven evidence," he said.

Unions ACT secretary Alex White said he believed Mr Coe might have misled the Assembly and had misused parliamentary privilege without "a single shred of evidence to back up his allegations".

He called on Mr Coe to repeat the allegations in full detail, providing all evidence to support them, outside the Assembly, or resign.

"The privilege that is given to members of parliament is something no-one else in the community has, and it needs to be treated with great respect, and when someone like Mr Coe misuses that position it is a more serious thing than just normal parliamentary tactics," he said.

While the debate heard from several other members, the Assembly adjourned over lunch and heard only from Mr Coe in closing after MLAs returned to the chamber.

Mr Coe said he had lost "one or two acquaintances" over raising such issues in the past, but he had "no regrets" about bringing the motion forward, and the community had "seen what happens when the union bosses meddle in the preselection process of the Labor Party".

While Mr Coe had made the allegations in the Assembly, he had not referred them to either police or the Assembly's Commissioner of Standards.

Asked why he did not do so, he said it was "very hard to say whether we're talking about criminal conduct or whether we're talking about abuse of power and inappropriate use of taxpayer's money".

The motion was defeated 12 votes to nine.
