Beach Road Enterprises director Kate Parkinson said the bar, above Shorty's bar and Lola's pizza eatery, would "capitalise on an under-utilised area”, and make use of the flat roof with “a cracking view of the city”.

Beach Road bought the building, which spans Garema Place to Bunda Street, in 2017. Ms Parkinson said a new nightclub, a fast food restaurant and a cafe would also open in the building this year.

The company also owns Hopscotch on Lonsdale Street, and Young and Frisky pub in Gungahlin.

Beach Road has applied for planning permission to open the rooftop bar in Garema Place, with a planned opening by summer. It would be a "high-end cocktail bar", catering for 25 to 45 year olds, Ms Parkinson, who is working on the project with her brother, Nick Parkinson, said.

“We want to capture the after work crowd, so will open from 3.30pm until 2am, six or seven days a week,” she said.

While no theme or aesthetic had been decided on for the bar, Ms Parkinson said the rooftop bar would not be looking to replicate the look of the Hopscotch bar.

Plans lodged with the ACT government show the new rooftop bar would cost about $250,000 to develop, and take up the top two levels of the building.

Ms Parkinson hoped for an occupancy allowance of 150 in the rooftop area and another 50 in the entrance area downstairs.

Plans show no extra parking is planned, and say noise limits would be met.

Just across the narrow laneway in Garema Place, Geocon plans a new 35.2 metre hotel, with 191 rooms.

Ms Parkinson said the rooftop bar and other venues in the building would cater for the extra people brought by the Geocon hotel.

Another rooftop bar, Howling Moon, opened last year above Rex Hotel on Northbourne Avenue in Braddon.

Submissions on the Garema Place bar application close on March 8.
