It comes as the expert behind the federal government's review of teaching degree standards said his recommendations would remove the "fictitious" reporting of entrance rankings.

The ACT Principals Association's co-president Michael Hall, whose organisation represents public school principals, said Canberra schools had no complaints about the quality of teaching graduates, even though school leavers can enter ACT education degrees with a tertiary admission rank lower than in almost all of NSW.

"I personally have never been a fan of the ATAR as a predictor on its own," he said.

"There are no doubts there are significant other factors that contribute to the successful selection and final credentials of a candidate in any field ... everyone knows there are fabulous scientists [for example] who couldn't teach if their life depended upon it."

Mr Hall said the ACT had "strong performances" from its Canberra teaching graduates, which came from ongoing feedback between school bodies and the two leading universities with on-campus teaching degrees: the Australian Catholic University and the University of Canberra.

The published ATAR for 2014 year 12s for ACU's various education degrees was 60.00, and UC's 65.00. In NSW only the University of Newcastle's honours teaching degrees had equivalently low ATARs, varying between 60 and 71.

Australian Catholic University vice-chancellor Greg Craven, who led the federal review, said the accepted recommendation for greater transparency among university cut-offs and bonuses for education degree entry would add more meaning to ATAR levels.

"Most ATAR cut-offs for university are completely fictitious," he said.

"What universities do, they will put a figure down that looks respectable, then select students by a variety of mechanisms way below that ATAR."

"When that [change] is implemented it wil revolutionise this area and it will not be possible to confine it to education."

University of Canberra Education faculty dean Geoffrey Riordan said he supported a minimum ATAR for education degrees - which the federal government has rejected - because ATARs were the best indicator of academic skills.

"The university has made a deliberate decision to raise entry standards and as a result, total number of [education] students have declined by 10 per cent in the last three years," he said.

Last week Professor John Hattie, head of the Australian Institute of Teaching and School Leadership said he was "appalled" by standards that meant about 3 per cent of teaching students scored an ATAR of less than 50.
