The assaults on two womenprompted the University of Canberra Student Association women's collective to launch the #UCact online campaign to call out harassment and empower victims.

In the first incident, a man dragged a woman into bushes and indecently assaulted her at the University of Canberra about 9.30pm on March 18.

Less than a week later, a man assaulted a woman, 18, near Fulton Muir Building at the Australian National University's Acton campus.

The association's women's officer, Penelope Odell, said students and their families were concerned over the attacks.

"People were upset that it happened on campus because people live there and have classes there and want it to be safe."

Ms Odell said the social media campaign aimed to educate people about assault and to encourage them to call out violent behaviour.

It would also shine a light on campus safety and security and lay the responsibility for violence squarely with perpetrators.

University students will be encouraged to use the #UCact hashtag on social media to share incidents of harassment they have experienced or witnessed.

Ms Odell hoped it would help shift the blame for harassment and assault away from the victim and focus on what society could do to deter violent predators.

"I think if you blame women, or a victim in general, when they weren't doing something like walking confidently, or they didn't cross over to the other side of the road when they were being followed, it makes it seem like it's their fault when it's not."

The two incidents, which are not believed to be linked, prompted ACT Policing to urge the community to be vigilant and take precautionary steps to stay safe.

But Canberra Rape Crisis Centre executive director Chrystina Stanford said such advice could be "a slippery slope" towards victim blaming.

"Sexual assault is a crime that is based on the abuse of power of one person over the other.

"It doesn't occur because of what people are wearing or where they're going or what time they're going.

"It occurs because people make choices about abusing power over another person."

Ms Stanford said assaults on university sites were an ongoing problem and crisis centre staff worked with first year ANU students at the start of each year.

They had often moved away from home for the first time and it was when they were most vulnerable to be preyed upon, Ms Stanford said.

"I do think that universities have a responsibility to take this one and to do something about it and it's an issue all across the country and all across the world."
