The 11-month-old cubs, named Innes and Jura, were supposed to have arrived in Canberra on Tuesday, but now the zoo doesn't know when they might get here.
The two cheetahs were supposed to join the National Zoo's Meet a Cheetah experience and take part in a potential breeding program with the two females.
A Facebook post on the zoo's website said Jura's the loudest purrer of the two and both are very well behaved.
Senior keeper Shelley Russell said this was the zoo's third import from South Africa and they had come to realise it takes time.
"It's not unusual for something to pop up," she said. "We're just trying to sort some things out now."
"I don't think it'll fall through, but who knows?"
National Zoo director Trent Russell said there was no concrete date on when Canberrans may catch a glimpse of the cubs at the zoo.
"We have plans to house the cheetahs in the new section of our zoo with the extension currently being under construction," he said.
