Driver and user feedback will be combined with GPS and My Way data to determine where adjustments will fall.
Minister for Territory Services Shane Rattenbury said he had not been briefed on where changes were likely to occur but said the minor review would take into account all services including school routes.
Work is already under way and changes are expected to be implemented in the first quarter of 2015.
The new 2014 bus network rolled into action on September 1 with a cut to school services and more buses travelling through the parliamentary triangle.
The cuts particularly worried primary school parents whose children now need to switch buses at one of the city's interchanges.
Mr Rattenbury said the minor review would address on-the-ground issues that were not anticipated ahead of the new network rollout.
ACTION was already assessing data and feedback, he said.
"We're not doing a full-scale review of services. It really will be tweaks," he said.
"Some issues are still being identified as the network is rolling out. The scale and complexity that requires means some adjustments need to be made.
"We only want to do this once."
Mr Rattenbury said feedback was being drawn from bus users, various user groups and drivers.
My Way data and GPS devices, which operate in all ACTION buses, would also shape system changes.
He said most adjustments would relate to the timing of services, as well as where buses stopped along routes.
"Some drivers are seeing issues in the network where the particular timing is not quite right," he said.
"At this stage people have been very forthcoming with feedback."
Mr Rattenbury said he had not been briefed on any anticipated changes but all services, including school services, were under review.
He encouraged commuters to share their feedback via Canberra Connect or the ACTION website.
The Association of Parents and Friends of ACT Schools welcomed the chance to submit feedback as part of the review.
Executive officer Julie Sengelma said the association, which criticised a lack of consultation in the development of Network 14, looked forward to working with ACTION to assess the scope for dedicated school routes as part of the review.
