The rare pink-tailed worm-lizard and the golden sun moth are two species that will be protected under the rules, which require cats to be confined to their owner's property at all times.

City Services Minister Meegan Fitzharris said Taylor had been ruled a cat containment area because of its close proximity to the Kinlyside Nature Reserve.

While residents are yet to move to Taylor, developers must now put up cat containment signs in the area to remind residents of their responsibilities as cat owners, she said.

"Roaming cats are known to prey on a wide variety of native animals including in our nature reserves, so it is important we act to protect wildlife in areas like the Kinlyside Nature Reserve," Ms Fitzharris said.

Conversation Council ACT executive director Larry O'Loughlin said the rules would protect a number of birds species including the brown treecreeper, which is listed as a vulnerable in the ACT.

"Kinlyside is a bird hotspot, they've got a really good variety of species," Mr O'Loughlin said.

Bonner, Coombs, Crace, Denman Prospect, Forde, Jacka, Lawson, Molonglo, Moncrieff, Throsby, Wright and "The Fair" at Watson have been declared cat containment areas.

Owners can be fined up to $1500 if their cat is found to be outside in one of those regions.

But Mr O'Loughlin said all of Canberra should be a cat containment area by 2025, given the territory's abundant wildlife.

"A lot of responsible owners already contain their cats because it's better for the cat," Mr O'Loughlin said.

"Our view is if you give people ample warning they can prepare for it."

Tom Graham, who designs, builds and installs cat enclosures through his business Mr Petman, said the bulk of his business came from non-cat containment suburbs.

"That surprises me too," Mr Graham said.

The former Mr Fluffy homeowner began Mr Petman after being forced to start again in a new suburb that did not allow cats to roam.

"The first thing I did was build an enclosure for my own cat so I wanted to see if could build them for someone else," Mr Graham said.

"He roamed free for five years so it was an adjustment for him but he's settled down now.

"Contained cats live three or four times as long and suffer less injuries illnesses and there are benefits both to the cat and to the owner."
