Gareth Davies, 27, faced a sentencing hearing on Thursday, accused of punching the man in the Alexander Maconochie Centre earlier this year.
The force of the blow caused the man's eye to pop out.
The then 69-year-old paedophile, who cannot be named, was under strict protection in the jail.
He came into contact with other prisoners due to a failing by prison authorities to separate at-risk and general detainees, the court heard.
Those failings have since been remedied, according to court hearings in a separate matter.
Davies is also facing two aggravated robbery charges, involving relatively small amounts, which he has pleaded guilty to.
The ACT Supreme Court heard on Thursday that Davies had made progress in jail, joining a number of programs, including anger management sessions, and he had been deemed suitable for drug and alcohol rehabilitation.
His defence lawyer said there was no excuse for the assault, despite the circumstances.
Crown prosecutor Mark Fernandez said the assault had been "catastrophic for the victim", and had detracted from his enjoyment of life.
Davies will be sentenced next month.
