ACT police said officers were called to the Belconnen library about 1.30pm, following a report that an unknown man was found in a corner with a young child.
The man left a short time later.
The man is described as having dark-coloured skin, about 170cm tall, aged in his mid-30s to early 40s and with a short beard. He was wearing a very loose-fitting tracksuit at the time.
The library went into "lock-down mode," although police were allowing people to leave after getting contact details from witnesses. The library is now closed to the public.
Police are asking anyone who was in the library at the time, or who can assist with the investigation to contact Crime Stoppers on 1800 333 000 or via the website.
