The 18-year-old, who was 17 at the time of one of the offences, appeared before the ACT Magistrates Court on Tuesday charged with having sex with a child, committing acts of indecency and unlawful confinement.
The court heard the alleged offences, involving two 13-year-old girls, occurred in April and August this year.
A police informant told the court the accused drove the first girl to Lake Ginninderra in April this year, where he then kissed her, put his hands down her pants and touched her.
The officer said the second girl was also driven to a location where the man assaulted her in the back seat of the vehicle.
The court heard the man allegedly took off his clothes and rubbed himself against the girl before forcing her to perform oral sex.
He then allegedly gave her a love bite on her neck, sucked her breasts, and tried to take off her pants so they could have sex.
When she refused, he then masturbated and ejaculated on the girl, the informant said.
The court heard her clothing had been seized for forensic analysis.
The informant said the man was arrested on Monday and made a number of admissions to police, including that he knew the girls were underage and one had given him a "hand-job".
But he denied any penetration.
The prosecution opposed bail, arguing the defendant could interfere with witnesses.
The informant said the man had already sent threatening messages to the alleged victims via Facebook and knew where one of the girls lived.
But the defence said the accused would abide by bail conditions and offered to surrender his personal electronic devices to police.
The defence said he was a young man without any previous convictions whose studies would be affected by incarceration.
Acting Magistrate Maria Doogan refused bail, saying she was concerned he would not follow conditions.
The Magistrate said it was disturbing he admitted to police he knew the girls were underage yet continued anyway.
Mrs Doogan said this disregard for the law could also extend to his bail conditions.
She said the threats may have been immature but were serious enough to cause concern and alarm.
The man will reappear next month.
