And Deputy Chief Minister Andrew Barr says it will take a combination of public and private investment to realise its vision of transforming the lake's western basin.
The government's 10 to 15-year plan to develop the area from Anzac Parade to the west basin includes a new stadium, convention centre, apartments, an urban beach and splitting Parkes Way to create a "smart boulevard".
The government yesterday opened an exhibition suite of the plans on Northbourne Avenue as part of its eight-week consultation period for the project.
Mr Barr said the developments would be funded through public and private investment, with "significant investments off the government budget over the coming decade".
The Deputy Chief Minister said the plans sent a clear message about where urban development would occur in Canberra in coming years.
"This plan certainly settles where a large number of people will settle in the ACT over the next decade,'' he said.
"That combined with the public transport corridor associated with the Capital Metro project sends a pretty clear signal around where urban infill is going to occur in Canberra in the future."
The City-to-the-Lake display can be viewed at Suite 1, 72 Northbourne Avenue until May 21.
