Mr Ramsay on Thursday introduced a bill to make changes to laws governing coronial inquiries, the liquor board, the legal profession, freedom of information, incorporated associations and family violence.

The changes to the Liquor Act will see the names of Clubs ACT and the ACT branch of the Australian Hotels Association both removed from the liquor advisory board, but the actual representatives of both groups will remain on the board.

Clubs ACT's Louize Glenn and the AHA's Peter Barclay, will remain on the board until the current term expires in October next year, with the titles for their positions replaced with wider definitions of industry representatives, while a new 'night-time economy' position will be added.

Despite animosity continuing between the government and Clubs ACT, after the clubs group controversially campaigned in last year's election, Mr Ramsay's spokeswoman said the change was "strictly about good governance" and "in no way a judgment about existing members".

It is understood the government did not contact Clubs ACT ahead of making the change, but Mr Ramsay said he was not reconsidering the membership of any existing members.

He said the approach was consistent with the approach taken to other board members representing groups like off-licence holders or young people, and the Liquor Act did not specify that such members "be drawn from a particular industry body".

"This is consistent with the government's approach to board and committee appointments generally, which requires periodically evaluating membership and making selections based on the needs of the board," Mr Ramsay said.

Clubs ACT chief executive Gwynn Rees said he understood it was simply a "name change", and the government had told the current arrangements would remain in place until October next year.

The bill also includes measures to dispense with requirements to hold a coronial inquiry into a death related to anaesthesia, due to clinical improvements to anaesthetics over many years, but other deaths related to surgical errors will still be investigated.

It will also extend protections against disclosure under the Children and Young People Act to people who make voluntary disclosures, and create a new presumption against disclosure in the Ombudsmans Act in relation to the reportable conduct scheme.

That change will create a new ground to reject FOI applications to obtain documents held by the ACT Ombudsman in relation to a government employee or childcare employee sexually abusing a child in their care.

Timeframes for government agencies to provide an initial response to FOI requests will also be extended from five to 10 days, due to Australia Post's move to a two-tier postal service that has a four-day turn around on delivering 'priority' letters.

The bill will also make several changes to bring the ACT's legislation into line with moves towards the national domestic violence order scheme, as well as grounds to disqualify people from running associations who have been disqualified from running corporation under federal laws.

It will also move the mechanism for some complaints against territory lawyers from the ACT Civil and Administrative Tribunal's jurisdiction to the purview of the Law Society and Bar Council, where there is a reasonable chance the lawyer would be found guilty at the tribunal.
