The Select Committee on the 2016 ACT Election and Electoral Act on Thursday released a discussion paper outlining their targets for the inquiry later in the year.

High on the committee's agenda will be looking at lowering the voting age in Canberra, improving rules around political donations and reporting timelines, and getting more people to vote.

The committee will also look into the disqualification of candidates, particularly the time limits imposed on candidates for close of nominations, in light of Mohammad Munir Hussain's historic challenge to October election result (his court case fizzled out earlier this month).

They will also drill into the caps on election expenditure, and look at whether the limits should be raised for ungrouped candidates and third-party campaigners, given the electoral commission on Thursday fined three third-party campaigners for overspending.

But the committee will also run the rule over the positioning of corflutes, after the blight of election advertising unleashed on Canberra after last year's twin elections.

Last month the ACT Electoral Commission recommended the moveable signs code of practice be amended so election corflutes on public land could not be placed on suburban streets or inside designated areas of special significance to the national capital.

Instead corflutes could only be placed on specified stretches of arterial roads.

While the electoral commission noted the number of corflute complaints fell from 28 in 2012 to 12 in 2016, anecdotal evidence suggested "a relatively widespread degree of dissatisfaction with the proliferation of campaign signs across Canberra's main roads and suburban streets".

The inquiry was promised as a part of ACT Labor's powersharing agreement with the Greens.
