The development will add to their existing 55 houses in the area, located half an hour south-east of Canberra.
A tender was released earlier this week, via AusTender, for the design and construction of the homes.
Defence Housing Australia managing director Jan Mason said building would begin in July, and the last homes would be completed by June 2018.
"The houses we will build on these sites will be high-quality, three- to four-bedroom homes," Ms Mason said.
"All homes will be occupied by Australian Defence Force families."
The homes would "most likely" be a mix of Army, Navy and Air Force families.
"Most of these homes will be sold to investors as part of Defence Housing Australia's property investment program," Ms Mason said.
"At Googong, our new homes will be leased back to DHA for an agreed period, usually between nine and 12 years."
The homes are part of a rejuvenation of Defence housing stock.
"Some of our existing homes in Canberra have been handed back to investors, as part of our ongoing program to meet the requirements of Defence. These 20 new homes will largely replace those."
It could make working from a home a more viable option for Defence employees.
"Googong is served by the NBN," Ms Mason said.
"High speed internet certainly provides the infrastructure for people to work from home if they have this arrangement with their employer."
