It comes just over a week before a second lot of dwellings goes up for auction.

Woodhaven Investments director David O'Keeffe said he envisaged the development application would be approved before Christmas, and that construction of the subdivision would begin in January.

He said in the next couple of weeks the company would call for tenders for the subdivision work that included roads, drains and streetlights.

In September, 128 of Ginninderra Estate's 350 dwellings were sold at auction for a combined $25 million.

On November 24, another 124 dwellings are due to be auctioned.

Mr O'Keeffe said he was confident of the development being completed by August 2016, which would have people living there by that Christmas.

Ginninderra Estate covers parts of the Holt golf course that have not been in use since 2003.

The Belconnen Magpies Sports Club board, which controls the Magpies golf club, had closed holes 19 to 27 because they were not viable for the club.

Woodhaven Investments has owned the land since 2001.

Ginninderra Estate adjoins the proposed Riverview development – where Riverview Projects is planning 6500 homes in the new suburb of West Belconnen, pending approval.

West Belconnen would also potentially be the first cross-border suburb.

The ACT is still considering submissions on a draft variation to the Territory Plan required to rezone the new suburb and allow those 6500 homes to be built.

Approval from both ACT Planning and the National Capital Authority for the ACT rezonings was expected within months.

Submissions in response to the Ginninderra Estate development application must be received by December 11, 2015.
