While the early distribution of preferences still indicates eight seats for the Canberra Liberals, seven for Labor and two for the ACT Greens, Phil Green said the result would change ''day by day''.
Election workers will begin counting the thousands of postal votes today and the next update of voter preferences will be published tonight. The initial distribution of electronic preferences suggests Meredith Hunter will claim the fifth seat in Ginninderra, but the Greens leader is facing a tight contest with Labor's Yvette Berry.
A victory for a third Labor candidate in the northern electorate would take the composition of the assembly to 8-8-1.
Canberra Liberals candidate Andrew Wall is expected to claim the the fifth seat in Brindabella by barely more than 100 votes from Greens MLA Amanda Bresnan.
In Molonglo, initial preferences have Labor candidate Meegan Fitzharris claiming a seat at the expense of Attorney-General Simon Corbell, while Canberra Liberals candidate Elizabeth Lee would take the seventh seat in the electorate ahead of Liberals MLA Steve Doszpot.
''With Hare Clark, every preference matters, and it's quite possible it will change day to day until the last count,'' Mr Green said.
He said the 2008 territory election showed the danger of calling a result too early under the ACT voting system. ''Caroline Le Couteur only won her seat on the last day last time around,'' he said.
