Liberals leader Zed Seselja and transport spokesman Alistair Coe announced yesterday that a Liberals government would duplicate the connection between Belconnen and Gungahlin.

Mr Seselja did not put a price on it, but said it would be ''easily absorbed into our $700 million roads and parking budget''.

But Chief Minister Katy Gallagher said duplication of the road was already in the design phase.

''This is the policy [of] lazy Liberals simply playing catch up after four years of doing nothing,'' she said.

But Mr Coe said a Liberals government would ensure roads were planned properly from the start.

''ACT Labor's iconic failure, the Gungahlin Drive Extension, shows the government's inability to manage roads infrastructure,'' he said.

Labor yesterday promised $28 million to upgrade Belconnen High School over three years.

The party said the funding would refurbish the main blocks of the 40-year-old school and construct a building in the school's courtyard.

''As part of our long-term vision for the school education process, ACT Labor has announced our $250 million plan for education over the next four years,'' Ms Gallagher said. ''It is a plan to deliver funding to Canberra students according to need, regardless of what school they attend.''

The Greens yesterday announced a $386,000 plan to install drinking fountains in key public places and provide mobile water stations at events such as Floriade and the Multicultural Festival.

The Greens territory and municipal services spokeswoman Caroline Le Couteur said: ''More drinking fountains around Canberra will make it easier to get a free healthy drink when we need it.

''It will also help reduce the amount of plastic we buy, much of which ends up in landfill.''

Ms Le Couteur said other cities and councils were investing in drinking fountains to cut down on plastic.

''The Greens want to see up to 20 new drinking fountains installed in key areas such as town centres,'' she said.

''The Greens also commit to providing mobile drinking and refill stations for public events, as well as free reusable water bottles.

''Hundreds of thousands of people come to events like the Multicultural Festival and Floriade every year. Lines to buy water can be very long and easy access to water should simply be provided.''
