They say they saw an erratically-driven Toyota Prius while patrolling Northbourne Avenue in Lyneham at 6.35pm.
Police tried to stop the car before it turned into a driveway in Downer where the woman driver fled from the vehicle and refused a breath screening test three times.
Police took her to the station in Civic for a breath analysis, which she also refused and it was alleged she spat at one of the officers.
Checks revealed the woman had not held a driver's licence since 2006.
The woman will face court on Monday charged with failing to provide a breath sample, being an unlicensed driver, driving under the influence of alcohol and common assault.
