Although annual rainfall levels will remain static, the cycle will shift to wetter summers and springs, potentially threatening natural processes and the territory's water supply.

The NSW and ACT Regional Climate Modelling figures are contained in the draft ACT and Region Catchment Strategy, which sets out plans for water management over the next 30 years.

Climate change is identified alongside a growing population and jurisdictional overlap as one of the biggest influences on the catchment between now and 2046.

The report outlines 19 strategies across five broad themes, including governance, communities, water, land and regional development.

Securing long-term water supplies for the ACT and surrounding region, improving water quality and protecting ecosystems are among the strategies under the "water" section of the report.

A catchment-wide, cross-border assessment of climate change vulnerability and developing an integrated emergency response plan are on the cards if the draft reflects the final report.

NARCliM shows there will be between one and five extra days with temperatures of more than 35 degrees each year by 2030, while the number of nights with temperatures below two degrees will drop by 13 in the same period.

The anticipated effects of climate change could cause local extinctions of species unable to adapt, the increased risk of erosion and the spread of invasive species, according to the report.

"Land development and urbanisation in the ACT and region has had detrimental impacts on the integrity of natural resources including water quality in our rivers, streams and lakes," Environment Minister Simon Corbell said in the foreword of the report.

"Addressing these impacts involves collaboration with our bordering NSW councils and the NSW and Commonwealth governments."

The involvement of community groups, such as the Young Rangers Club at the Jerrabomberra Wetlands, in educating residents about the effects of human activities to the ecosystem are cited as important in the report.

Conservation Council ACT region executive director Larry McLoughlin said the report broadly covered areas important to the sustainability of ecosystems in the region.

"At a high, overarching level, it covers all the issues we think need to be considered," he said.

The council is finalising a draft set of policies it wants to see in the lead up to the ACT election later this year, including a boost in urban tree planting to reduce heat and water run-off, as well as more flexible planning for changes in the climate.

"It's more difficult to have these discussions while there's a drought," he said.

"At the moment there's not that immediate pressure and people can talk more rationally about water."

Consultation closes on Wednesday and the final strategy report is expected to be released in the second half of the year.
