ACT police said the 29-year-old Yass man was driving a Toyota Hilux near the Burns Club in Kambah about 10.50pm when he was stopped by police, who were alerted to a suspicious vehicle.
Police carried out a breath test on the man, who returned a positive reading.
He was taken to the Tuggeranong police station where he returned a breath analysis of 0.171.
Provisional drivers are subject to a blood alcohol limit of zero.
Due to the high reading, the man's right to drive in the ACT was suspended on the spot. He was been summonsed to appear in the ACT Magistrates Court on December 11.
