Daniel Daquinta, 27, was arrested last week after a three-month investigation that included covert surveillance.
Police raided his mother-in-law's house after they watched him conduct an alleged drug deal in a car park at the Belconnen shopping centre.
They watched as a man approached Daquinta's Nissan Navara ute, which was parked in the Lathlain Street car park.
Police tailed him back to Braddon where they said he told them he had just bought $100 worth of speed from a man named ''Dan''.
Authorities raided Daquinta's Latham home and allegedly found a quantity of powder thought to be MDMA and drug-making equipment, including a pill press.
He was refused bail last week while police continued critical parts of their investigation.
Police told the court they suspected he was linked to a larger drug syndicate.
Daquinta appeared in the ACT Magistrates Court for a second attempt at release on Tuesday, represented by barrister Steven Whybrow. The court granted him bail with strict conditions, including a $10,000 surety.
He is required to report to police three times a week, submit to drug and alcohol testing, and live at his mother-in-law's address. He was also placed on a curfew between 6pm and 6am.
He will appear in the ACT Magistrates Court again next month.
