New family violence laws that strengthen rules for people applying for protection orders from domestic violence, including for children, passed the ACT parliament on Thursday.

The changes allow children to be included in application for protection orders, and allow protection orders to continue covering children even when a parent revokes an application.

However Mrs Kikkert said the bill had a significant loophole that could allow abusers to coerce their victims into watering down protection orders.

Part of the bill allows amendments to protection orders to be made more easily made if both parties agree to the changes.

Mrs Kikkert said victims and academics had contacted her office concerned about the impacts of the changes.

She asked the government to tighten up the wording so magistrates could not grant changes to the protection order if it could be "reasonably foreseen" that it would put the protected person or their child at risk.

"[As one person who contacted my office put it] there are too many occasions where the alleged perpetrator has coerced or sweet talked the other party into consenting to an amendment and the offender has sought revenge or simply got out of control again. In these circumstance the bill before us would force the magistrate and the court to amend the order regardless," Mrs Kikkert said.

But Labor and the Greens voted down Mrs Kikkert's amendment.

Attorney-General Gordon Ramsay said their consultation the legal profession showed the government's legislation was "preferable".

He said officers of the court had adequate powers to identify when someone had agreed to changes to an order under duress.

However he left the door open to exploring Mrs Kikkert's suggestions further down the line.

"The amendments in this bill were drafted to make sure they worked for people who needed protection. Being able to amend an order to account for changed circumstances or changed needs is an important feature of this legislation," Mr Ramsay said.

"I can't disagree in the least this warrants careful examination and attention. As this new legislation is implemented I'm always open to engagement on ways to improve it."

However Mrs Kikkert unleashed an extraordinary attack on the government's child protection record and, with his mother's permission, brandished a photo of a teenager alleged to have taken his own life because of failures within the system.

"[He] was a young victim of domestic and personal violence who took his own life in February last year after the system that was supposed to protect him failed," Mrs Kikkert said.

"I hope that [his] image will remind all of us how important it is to get these things right. I merely ask that in this case we be certain we're getting things right."

Earlier in the week, Mrs Kikkert had revealed the extent of her own experience with domestic violence.

She said her father would beat her and her siblings with belts and slippers, often before and after school.

"As I have discussed before I know personally what it's like to grow up in a home plagued with domestic violence. I am familiar with the whole cycle, the angry words, the beatings, followed by the accepted apologies and temporary reconciliation only to start all over again. And again," Mrs Kikkert said.

"Today we had an opportunity to take a tep that would better protect the children from the cycle of domestic violence and we didn't.Today we had an opportunity to let officers of the courts fulfil their roles ot protect children and we didn't."
