In his submission to an ACT Legislative Assembly inquiry into the creation of an Independent Integrity Commission, Jon Stanhope also said all "problematic" ACT Policing incidents should be reviewed externally to dispel questions about the integrity of the force.

Pointing to the United Kingdom as an example, Mr Stanhope said there was scope for an integrity commission to enhance current police complaint procedures.

"I believe for example that there would be merit in consideration being given to adopting in the ACT the United Kingdom practice whereby a police force self-refers to an independent police complaints tribunal any decision or action by the police force or an individual officer which has resulted in a problematic or controversial outcome or which potentially brings the police into disrepute," Mr Stanhope wrote.

Mr Stanhope told Fairfax Media he had great respect for ACT Policing but believed there were "better models out there".

He used the bashing of Indigenous inmate Steven Freeman and the escape of two prisoners as examples of where an independent reviewer could come in.

He said the public questioned how police could fail to find the people responsible for the attack on Mr Freeman given it was inside a jail monitored by CCTV.

Questions also remained over allegations that a police officer on a motorcycle hit another motorist while pursuing escaped prisoner Patrick McCurley, Mr Stanhope said.

"In those cases people were left wondering if police had done everything they could have done. Incidents like that bring the police into disrepute. A really good police force should not be worried about external scrutiny," he said.

Mr Stanhope also suggested the commission could administer laws to prosecute companies and government bodies if someone died due to failings on their behalf.

"The fact that there have been two deaths at the Alexander Maconochie Centre in the last 11 months should bring a particular focus to the consideration of the introduction of this law into the ACT," Mr Stanhope said.

He told Fairfax the ACT had always been "happy" to lead in "progressive law reform" and, alongside NSW, was the first jurisdiction in Australia to bring in industrial manslaughter laws.

"I think the next step is for government to extend the industrial manslaughter laws here, which they were happy to place on the private sector, and apply the exact same laws to themselves," Mr Stanhope said.

An inquiry into an anti-corruption watchdog was one of the planks of the powersharing agreement between ACT Labor and the Greens after last year's election. The first hearing takes place on Thursday.

ACT Policing previously suggested it should not fall under the oversight of the commission as it would "duplicate" existing safeguards against corruption and misconduct.
