It's one of the most bizarre requests Fair Trading ACT has had, but with more than 7000 inquiries last year it's far from the only one.

Another consumer complained about "misleading" labelling on a bacon product, because it did not say it needed to be cooked before eating.

And in a whinge likely to draw sympathy from any hungry shopper who has ever been let down by the food delivered, one buyer in the last year called to ask for a refund for a loaf of raisin bread because it had fewer raisins than on the packaging.

They were just some of the queries or complaints from a busy year for Fair Trading, where they responded to an extra 1100 phone inquiries than in 2013-14.

There were more than 5600 calls made to the free consumer protection service in the year to June, and another 1521 email inquiries.

Fair Trading Commissioner David Snowden said the increase in phone calls was due to a change in responsibilities, with liquor licensing inquiries now coming through to the fair trading line, part of Access Canberra.

About one in 14 inquiries – 481 across the year – led to further investigation.

The most common areas of complaints were about consumer guarantees in retail transactions, followed by guarantees provided about building work.

Complaints about real estate agents, motor vehicle dealers and vehicle repairers made up the rest of the top five.

The major increase in inquiries did not lead to a rise in warnings to businesses, with seven written warnings handed out by Fair Trading in 2014-15, down from 51 the year before. There were 14 infringement notices issued, down from 17.

Mr Snowden said the reduced measures were due to Access Canberra's risk-based compliance approach.

"This means we are proactive when it comes to assisting both consumers and traders," he said.

"It involves educating both parties in relation to their rights and responsibilities under the law, and on occasions assisting in conciliating disputes to avoid the need for legal action."

Fair Trading referred eight matters to the ACT Civil and Administrative Tribunal last year, and two matters to court.
