Ms Brodtmann has used the release of a joint committee inquiry report into the NBN to lash the government's broadband project in the nation's capital, saying many homes risked being disadvantaged if the Coalition continued building a slower fibre-to-the-node network in the city.

"Canberrans living in south east Tuggeranong are unable to receive adequate internet via ADSL because of the quality of the existing copper network. This is unlikely to change with a fibre-to-the-node rollout," she said.

"The Turnbull government has not directed NBN Co to provide for an adequate upgrade path once fibre-to-the-node is rolled out.

"If better broadband technology, like fibre-to-the-curb and fibre-to-the-premises is being rolled out in some homes and businesses across Canberra, it should be rolled out to every home and business in Canberra."

A spokeswoman for Communications Minister Mitch Fifield said the committee was Labor-dominated, making its report "partisan and predictable".

"It does not have a credible or costed alternative to the Coalition's plan which is on time and on budget," she said.

"The NBN is now available to more than half the nation and will be completed by 2020, six to eight years ahead of Labor's path in government and at $30 billion less cost."

Labor had made contradictory statements about its NBN policy and had not detailed how any change would be paid for or what impact this would have on internet plan prices for consumers, the spokeswoman said.

The joint standing committee, which included Ms Brodtmann, recommended the government direct NBN Co to complete as much as possible of the remaining fixed line network using FTTC at a minimum, or FTTP.

It found a new approach to policing the broadband rollout was needed to keep the network to minimum performance standards.
