But despite thinking she might fall apart as the bulldozers demolished the home on Tuesday Mrs White feels "strangely quite calm".

"I guess it really is the final closure."

The Whites were among the first families to join the ACT Government's buyback scheme. They purchased a new home in Kambah – about 10 minutes drive away from their Mr Fluffy one – last December.

They miss their old neighbours dreadfully, but have made every effort to go back and visit, as well as keeping close links to their former suburb and community. Their new neighbours have been very supportive and friendly.

One of the things the Whites found difficult to see was their home sitting vacant.

"In a way it is a relief that it has come down now, and we have been happy with the process," Mrs White said.

"I didn't cry when it came down, but I have shed many tears since this whole Fluffy thing blew up last year. The emotional impact has been enormous," she said.

Mr White said "I am really happy we are able to move forward with our lives, but we understand the process hasn't been as straightforward for many other families."

As of Thursday, offers worth $737.8 million have been made by the ACT Asbestos Response Taskforce to 1014 households of which 943 have been accepted. The government now owns 752 homes – all of which will be demolished.

According to a formal review of the ACT's Mr Fluffy demolition pilot scheme, the demolition program is generally safe and will lead to cost efficiencies as it progresses.

Taskforce head Andrew Kefford said there were few surprises coming out of the trial, but it had led to soil sampling guidelines being strengthened and a wet weather shelter installed at the West Belconnen Tip to ensure work can continue to be carried out even in the rain – without exposing workers to slip hazards.

It was confirmed that no building material from the demolition will be suitable for recycling.

Mr Kefford confirmed that with just 14 houses demolished since the pilot began in July, the Government still aimed to complete 50 demolitions by Christmas time.

The pilot demolition of five homes had taken longer than normal so processes could be properly monitored and assessed.

In terms of soil sampling, the Taskforce and WorkSafe ACT have tightened the previous policy to ensure two independent levels of soil testing are undertaken before any block is deregistered and made available for sale.

Mr Kefford said soil testing guidelines had been adopted from Western Australia which had provided the leading national standard through its own experience of soil contamination through its Wittenoom blue asbestos mine.

He said the ACT testing guidelines were adapted to provide double the rate of sampling than in WA "to provide a level of assurance that all loose asbestos has been removed".

He noted that Canberra's extensive amount of bonded asbestos – much of which is buried as building rubble would not be assessed as part of block remediation.

"We are just confirming that the footprint of the home and surrounding soil are free from loose amosite fibres."

Soil was generally being scraped to a depth of 10 centimetres and sampling would then be taken to confirm it was clear of amosite. One of the five pilot houses needed additional soil to be scraped after testing showed some fibres remained.

Mr Kefford said the community could have full confidence that blocks released back onto the market would be free of loose fill amosite asbestos.
